Valencia (/vəˈlɛnsiə/; Spanish: [baˈlenθja]), or València (Valencian: [vaˈlensia]), is the capital of the autonomous community of Valencia and the third largest city in Spain after Madrid and Barcelona, with around 800,000 inhabitants in the administrative centre. Its urban area extends beyond the administrative city limits with a population of around 1.5 million people. Valencia is Spain's third largest metropolitan area, with a population ranging from 1.7 to 2.5 million. The city has global city status. The Port of Valencia is the 5th busiest container port in Europe and the busiest container port on the Mediterranean Sea.
Valencia was founded as a Roman colony in 138 BC. The city is situated on the banks of the Turia, on the east coast of the Iberian Peninsula, fronting the Gulf of Valencia on the Mediterranean Sea. Its historic centre is one of the largest in Spain, with approximately 169 hectares; this heritage of ancient monuments, views and cultural attractions makes Valencia one of the country's most popular tourist destinations. Major monuments include Valencia Cathedral, the Torres de Serrans, the Torres de Quart, the Llotja de la Seda (declared a World Heritage Site by UNESCO in 1996), and the Ciutat de les Arts i les Ciències (City of Arts and Sciences), an entertainment-based cultural and architectural complex designed by Santiago Calatrava and Félix Candela. The Museu de Belles Arts de València houses a large collection of paintings from the 14th to the 18th centuries, including works by Velázquez, El Greco, and Goya, as well as an important series of engravings by Piranesi. The Institut Valencià d'Art Modern (Valencian Institute of Modern Art) houses both permanent collections and temporary exhibitions of contemporary art and photography.

The newly founded Kingdom of Valencia was granted wide self-government under the Crown of Aragon with the promulgation of its Furs in 1261. Valencia experienced its golden age in the 15th Century, becoming the economic and cultural centre of the Crown and contributing with the most important works of Catalan medieval literature. Self-government continued after the unification of the Spanish Kingdom, but was eventually suspended in 1707 by Phillip V of Spain and the Nova Planta decrees as a result of the Spanish War of Succession. Valencian nationalism resurged towards the end of the 19th Century, giving way to the modern conception of the Valencian Country. Self-government under the Generalitat Valenciana was finally reestablished in 1982 after Spanish transition to democracy.
Madrid, the capital city of Spain, is divided into 21 districts (distritos), which are further subdivided into 128 wards (barrios). Each district is governed by a body named Junta Municipal de Distrito. Residents of Madrid are typically called Madrileños.

The method of election is the D'Hondt method and a closed-list proportional representation, with a minimum threshold of 3%.
As of 2015 it is the most populated of all the 52 districts. Due to its large seat apportionment, it is one of the few districts (aside from Barcelona) where the 3% threshold is effectively applied. In most other districts, the application of the d'Hondt method introduces a de facto threshold at the constituency level. Due to this fact, third parties such as IU, UPyD and the CDS have historically found it easiest to win seats in this district even if unable to do so in most other constituencies.
The most-populated municipalities are Madrid with over 3,000,000 inhabitants, Móstoles and Alcalá de Henares with over 200,000, Fuenlabrada, Leganés, Getafe and Alcorcón with over 150,000, and Torrejón de Ardoz, Parla and Alcobendas with over 100,000.
